Shawano School Board members favored remodeling space for a weight room as opposed to a building addition at the high school and opted to continue to push for a permanent orchestra pit in a remodeled performing arts center.

Those were the two key decisions made during a June 19 work session as members continue to hone the referendum request to put before voters in November. As it stands now, that request will be for $52.9 million.

The April referendum question that failed sought $54.5 million.

Shawano School District officials are fine-tuning their efforts as they get ready to lob another referendum to voters in November after the last one sputtered out before the finish line with just a 75-vote margin between the let’s-do-its and the not-on-my-tax-bills.

Feedback shows limited info impacted referendum

Shawano School District officials have been preaching full transparency in recent months, but a listening session following the failed April referendum indicates that transparency needs some tweaks.

The listening session on April 23 was the last of three the district held in conference with its referendum consultants, Hoffman Planning and Design. A common theme that came out of the evening about the $54.5 million referendum not getting passed was that the devil was in the details — specifically a lack of them and how they were distributed.

A referendum asking for $54.5 million to be borrowed for capital improvements and expansion of school facilities is officially on the April election ballot after the Shawano School Board voted 5-1 on Jan. 8 to approve resolutions authorizing the general obligation bonds and proceeding with the election.

Originally, the Shawano School District was looking at estimates totaling $53.7 million, but the price tag went up upon learning some added costs for work on the pool at Shawano Community High School and addressing parking lot concerns at all of the schools.

Referendum plans start to coalesce

The Shawano School Board is getting closer to planning what specifically it will ask for a referendum question in April, but it appears the plans will not ask for a new middle school at this time.

A work session on Dec. 18 showed consensus that the district would need to maintain the existing middle school building for a few more years in the hopes of asking voters for the new building later down the line.

Survey: Community supports $70M max referendum

Recent results from a survey sent out to Shawano School District residents show the maximum amount of referendum money they’d support is around $70 million, which is putting district officials into an interesting situation.

The anticipated cost of building a new middle school adjacent to Olga Brener Intermediate School is $53.7 million, including the demolition of the existing Shawano Community Middle School. If the survey results hold, that means there would not be a lot of wiggle room for maintenance and expansion at the other schools.

Operational referendum plans shelved

The Shawano School District is scrapping plans for an operational referendum that would have let it exceed levy limits for the next few years as Superintendent Kurt Krizan announced Sept. 15 that there is a $2.6 million surplus left from the 2022-23 budget.
