Proceedings of Jan. 7

After a preliminary hearing, Alisha M. Kocken, 29, Oconto Falls, was bound over on charges of attempted first-degree intentional homicide, first-degree recklessly endangering safety, resisting an officer causing substantial bodily harm, battery to a law officer, aggravated battery, disarming a police officer and misdemeanor counts of intentionally pointing a firearm at a person, discharging a firearm within 100 yards of a building and disorderly conduct, in connection with the wounding of Officer Nicole Blaskowski on Aug. 6, 2021. Arraignment was scheduled for Feb. 10.

In Marinette County Circuit Court, Brett A. Harvey, 26, Oconto, was sentenced to four years in state prison, followed by seven years of extended supervision, on consolidated Marinette and Oconto county charges of fleeing an officer and second-degree recklessly endangering safety, in connection with an incident that occurred April 4, and possession with intent to deliver methamphetamine, in connection with an incident that occurred April 5.

Proceedings of Jan. 6

A May 4-5 jury trial was scheduled for Brian J. Ragen, 60, Oconto, who is charged with homicide by operating a motor vehicle with a restricted controlled substance and operating with a restricted controlled substance (fifth offense), in connection with a vehicle-pedestrian accident that claimed the life of Chris Tyni of Oconto on Nov. 21, 2019, and felony bail jumping, in connection with an incident that allegedly occurred Feb. 5, 2021. A final pre-trial conference was scheduled for April 13.

Ashlee N. Webster, 26, Keshena, waived her right to a preliminary hearing and pleaded not guilty to bail jumping, possession of methamphetamine, fleeing an officer, and misdemeanor possession of drug paraphernalia, in connection with an incident that allegedly occurred Nov. 16. A pre-trial conference was scheduled for Jan. 13.

Proceedings of Jan. 5

Timothy M. Johnson, 30, Appleton, pleaded no contest to a misdemeanor count of resisting or obstructing an officer and was placed on one year of probation, in connection with an incident that occurred May 29. A related felony charge was dismissed in a plea agreement.
After a preliminary hearing, Joseph Daniel Gaffney, 65, Lakewood, was bound over on charges of felony bail jumping and misdemeanor counts of operating a motor vehicle while his license was revoked and disorderly conduct, in connection with an incident that allegedly occurred Sept. 24. Arraignment was scheduled for Jan. 13.

Bond was set at $15,000 cash for Rafael Elroy Garay, 36, Pound, after he was charged with two counts of felony bail jumping in connection with an incident that allegedly occurred Jan. 3. His initial appearance was adjourned until Jan. 13.

Proceedings of Jan. 4

Taylor R. Peterson, 29, Wabeno, pleaded no contest to possession of narcotic drugs and a misdemeanor count of operating a motor vehicle while intoxicated (second offense), in connection with an incident that occurred March 22, 2021. Judge Michael T. Judge scheduled sentencing for March 4 and ordered a pre-sentence investigation.

Bond was set at $10,000 cash for Shane J. Schreiber, 41, Shawano, after he was charged with possession of methamphetamine, felony bail jumping and misdemeanor possession of drug paraphernalia, in connection with an incident that allegedly occurred Jan. 3. His initial appearance was adjourned until Jan. 13.

Proceedings of Jan. 3

Randy Joseph Micolichek, 29, Green Bay, pleaded no contest to hit-and-run causing injury in connection with a July 11 crash on U.S. Highway 141 and Chicken Shack Road in the Town of Stiles. Judge Michael T. Judge scheduled sentencing for March 3 and ordered a pre-sentence investigation.

David A. Konstanski, 32, De Pere, pleaded no contest to operating a motor vehicle while intoxicated and causing injury, operating with a prohibited alcohol content and causing injury, and misdemeanor charges of bail jumping and tampering with or failure to install an ignition interlock device, in connection with an incident that occurred Aug. 29. Judge Michael T. Judge scheduled sentencing for March 3 and ordered a pre-sentence investigation.

A March 29-30 jury trial was scheduled for Ben D. Kingsley, 43, Lena, who is charged with strangulation-suffocation, false imprisonment, and misdemeanor battery, disorderly conduct and bail jumping, in connection with an incident that allegedly occurred March 11, 2021. A motion hearing and final pre-trial conference were scheduled for Feb. 28.

Brad A. Vickman, 48, Oconto, pleaded not guilty to charges of possession with intent to deliver amphetamine, misdemeanor battery, bail jumping, disorderly conduct and possession of drug paraphernalia in connection with an incident that allegedly occurred June 16, and two counts of bail jumping and misdemeanor possession of drug paraphernalia, in connection with an incident that allegedly occurred Aug. 5. A pre-trial conference was scheduled for Jan. 13.

After a preliminary hearing, Troy Allen Whisman, 18, Abrams, was bound over on charges of aggravated battery, criminal damage to property, and misdemeanor charges of battery and two counts of disorderly conduct, in connection with incidents that allegedly occurred Oct. 26 and 27. Arraignment was scheduled for Jan. 13.

Saul Cortes-Bustamante, 19, Manitowoc, waived his right to a preliminary hearing and was bound over on charges of burglary and misdemeanor counts of criminal damage to property and disorderly conduct, in connection with an incident that allegedly occurred Nov. 7. Arraignment was scheduled for Jan. 13.

Bond was set at $7,500 cash for Michael D. Wood, 34, Suring, after he was charged with first-degree reckless endangerment, strangulation-suffocation, false imprisonment, substantial battery, and misdemeanor counts of disorderly conduct and criminal damage to property, in connection with an incident that allegedly occurred Jan. 1. His initial appearance was adjourned until Jan. 13.

Lakisha M. Nash, 44, Hobart, was ruled not competent to stand trial on charges of second-degree reckless endangering safety and fleeing an officer, in connection with an incident that allegedly occurred Sept. 11. Judge Jay N. Conley also ruled it’s possible Nash’s competency could be restored with time, and he scheduled a status conference for Feb. 17.

Nicholas Michael Hill, 30, Oconto, pleaded no contest to a misdemeanor charge of criminal trespass to a dwelling and was placed in the Volunteers in Probation program for one year, in connection with an incident that allegedly occurred Oct. 19. A related felony charge was dismissed in a plea agreement.

Hunter J. Kealiher, 17, Abrams, pleaded no contest to misdemeanor charges of criminal damage to property and disorderly conduct, in connection with an incident that occurred Aug. 9. The first count was originally charged as a felony but was amended in a plea agreement. Judge Michael T. Judge withheld sentencing and placed Kealiher on 18 months of probation.
